I thought the reasoning behind it was they didn't have to release his name if he wasn't arrested yet. Or is this just a change of mind in regards to releasing the name publicly.

All the witnesses' stories match, and they all say he killed Michael Brown with malice and Michael never went for the weapon. If it were anyone BUT a cop, he would be in lockup by now.

Witnesses stories do not match, they are all over the place from person to person. Oh they all blame the cop (shocker) but none of the details match.
