1. I read it a couple of weeks ago.

Frightening and infuriating. The solution seems simple, on the face of it: discontinue military surplus sales from the federal government to state, local and municipal governments. When these constabularies have to go back to funding these things themselves, the concept of community policing might make a comeback.

Also: end the 'war on drugs'.
