As God is in charge of everything, Man, or the Male He made in His image are in charge of everything. Women were just an afterthought, because God's special creation was wondering why of all the creatures that had been created before him had mates and he didn't.
(Ooopsie, God - maybe you should have taken a nap on the sixth day before you finished up your creation instead of plowing through to the seventh without any sleep...)
Men, who are made in God's image, instinctively know when their single-"he-man"-fun-happy-time is over and they need to get married and have children, and then they choose among the women (who are all supposed to spend their time after the onslaught of menarche waiting and "improving their minds and bodies" to be attractive) they want to be their house-partner and mother of their children. Then Men are supposed to spend the rest of their natural lives sacrificing to take care of the Mommies that bore their children and take care of the Man and His household. If the Man of the house wanted his woman to work, or thought her mind was talented enough it might improve his worth, then, and only then, should she ever think of making a public life.
Therefore, any woman who challenges the tradition of waiting around until some man picks her to be a mommie to take care of must have something wrong with her. Just un-natural, and certainly against God's Will. Just like any women who is not picked was defective from the onset (probably something her parents did and God was punishing them...) and has little more further use other than as a servant or something similarly disposable.
That's the natural way in Phyllis' world. As she was growing up, her community told her that was the way it was supposed to be. So it can't be wrong... What a small, bitter world to live in.
