Were does it say "Local Police Defy Kiev's Authority", oh it does not but that's your spin. Police fail to control the protests of BOTH sides should be fired. It is their job to keep the peace. Do not like the citizen activists part, should not have been done and this very well might inflame an already over tense situation.
