Many people have out spent the competition only to be defeated. There is such as thing as not enough money, enough money and also too much money. TV ads, for example an be effective but they can also be detrimental, you have to have the right ads in the right saturation, not just lots of ads running as much as you can afford.
When everyone involved has lots of money, having lots of money is not much of a thing.

Think local.. Tons of money dumped into local elections. elections for school board, for mayor, for city council, and for state representatives. Now money can pour into local campaigns in a way never before seen. We all know what 2010 did to america. It was just a preview of what is in store for us.
