The way the media uses the word, doesn't "bullying" really mean "extortion"?

"Approve the project or you won't get the FEMA money your city needs and is entitled to."

"Endorse candidate X, or we'll create catastrophic, potentially *lethal* traffic disruptions."

This is way more serious than "bullying".

"Bullying" is what happened to Alfafa, Spanky and Buckwheat when the tough kids wanted their lunch money.
