Am I remembering history wrong? Wasn't the Gingrich shutdown over a 1.5% cut in discretionary?

Seriously, somebody please correct me if I'm wrong, but I really think the '95 shutdown was over a 1.5% cut in discretionary spending.

Am I remembering wrong? Was it larger? Were there policy riders attached?

I really do think the disagreement then was about a 1.5% cut in discretionary spending.
