the "cuts" in either are "cuts" to the automated increases in their budgets.

I heard a RW drone talking about that the other day on the radio. "What the liberals are whining about are the cuts to the automatic increases in budgets for entitlements!"

Here is an excerpt from the MOAA (Military Officers Association of America) article, the emphasis is mine:

Military benefits were cut under raygun and restored by President Clinton.
