I read several days ago that they couldn't find an iman to bury him - no one wanted the job . If imans can choose not to perform a ritual than it seems to me that rituals are not cast in stone.

1) Put him in the ground in an unmarked grave.

2) Ship him to family in Dagestan, Russia.

Either way:

3) Get over the fact that he is dead and move on.

3a) He can't hurt you now.

3b) He can't be punished any more.

3c) History is history.

4) Fighting over a dead body is almost always pointless, and certainly in this case.
