I know of no other agency reporting similar claims. I am immediately suspect of this information as possibly being pushed to enforce the popular narrative that the suspects are foreign born terrorists. There is no clear source for these allegations.

NBCs Pete Williams believes that while law enforcement has not publicly identified the suspects, they have a good idea who they are, adding that the suspects are believed to have overseas military backgrounds and are foreign-born, and have been in the U.S. only for a little over a year.

The second is at large
So how the hell can law enforcement, let alone a reporter know how long they have been in the US and what training they have?
