For one thing, many states have their own laws against segregation, and for another, the likelihood any company, esp. any publicly traded one that tries to set up something like that will be absolutely raked across the coals, and will correctly calculate that any possible benefit to doing such a thing is drastically outweighed by the risks to their business.

The absolute most likely person, which is of course Musk, probably won't even take advantage of this change to the federal directive. I mean, he'll probably make an attention-grabbing, smartass Xitter post about it like "It's about time! Thanks, POTUS!". But he won't do it IRL.
