Do we need to return to a 90% tax rate for billionaires?

At one time, that was the legal tax by law, although few paid it.

In his short time left in office, perhaps Biden could start his own Committee, like DOGE, and have them recommend the new tax rate to lower our national debt and to pay for much needed programs?

The battle is always between the rich and poor and the rich are winning this battle hands down. If there is one big positive for a democratic government, it is that the majority can require these assholes to surrender some of their wealth and ill-gotten gains.

There should never be another Democrat that suggests a 39% percent or less maximum tax rate. That was a big mistake by Bill Clinton, in my opinion.
