33. Yes, everything is monitored. But people can speak and write in code.

I do NOT mean "secret codes" that kids use in play, or an organized code with letter substitution, etc. I mean ordinary language using double entendres that we know the recipient of a message will understand, but that sound harmless on the surface to anyone monitoring a conversation. Words that have ethnic or cultural meaning but to the people in the conversation have symbolic meaning. Parents do that kind of talking in front of their kids when they don't want the kids to know what they are talking about. Friends with a common experience can do that.

Besides, there are millions of people in the country. Even if all of us were monitored, only those who came under suspicion for some reason would get attention drawn to them. Example: There are security cameras everywhere. People entering stores, walking down a street, driving through an intersection, etc., get filmed. But the films are only examined if something happens for them to be pulled and viewed.

Creative thinking can overcome obstacles.
