In an exclusive interview with the BBC, the former head of the Egyptian State Television network has claimed he resigned in protest against the new government's "mis-handling" of demonstrations and at its "interference in state media".
Essam El Amir is one of a number of high profile state television figures to resign in protest over government pressure to broadcast pro-Muslim Brotherhood propaganda. He believes the interference is greater under the new administration than under President Mubarak.

Ahram Online publishes an unofficial translation of President Mohamed Morsi's newest constitutional declaration, meant to calm current protests

1- The constitutional declaration issued on 22 November 2012 is void starting from today (9 December 2012) and all its consequences remain in effect.
2- If new evidence arises, new investigations will be conducted into the killing, attempted killing, injury or terrorising of citizens between 25 January 2011 and 30 June 2012 if these crimes were related to the revolution.
If the investigations find new evidence related to the above-mentioned crimes, the general prosecution is to refer the case to court of legal jurisdiction, even if there is a final acquittal in the case or if the court rejected the prosecution-general's appeal on the acquittal.
3- If the people vote against the draft constitution in the referendum on Saturday, 15 December 2012, the president is to call for the direct election of a new Constituent Assembly of 100 members within three months.
The new Assembly is to finish its task within six months from its election date. The president is to then call for a referendum on the new draft presented by the Assembly within thirty days of receiving it.
In all cases, vote counting and the announcement of results in the constitutional referendum is to take place publicly in election subcommittees as soon as the voting process is finished. The results are to be validated by the head of the subcommittee.
4- All constitutional declarations, including the current one, are immune from any challenge in any court and all related lawsuits are considered void.
5- This constitutional declaration is to be published in the Official Newspaper and is valid from the day it is issued.

Cairo security forces arrested four people whom they claimed were in possession of explosive materials while allegedly on their way to the presidential palace.
A security officer in Heliopolis stopped the four while they were in a taxi. After searching them, the officer found a wooden box with 32 bottles holding a vinegar and ammonia mixture. The four were also in possession of a kilogram of nails and half a kilogram of dry ammonia.
Investigators say that the four admitted they intended to use the items as explosives.
The four suspects have been detained by police for four days pending further investigations.

The decree issued on Saturday night by Egyptian President Mohamed Morsi following a round of national dialogue aimed at calming ongoing protests has done little to change the minds of much of the opposition.
"We have broken the siege of fear; a constitution that aborts our rights and freedoms is a constitution that we will overthrow today, if not tomorrow. Our strength is in our will," said prominent reform campaigner and founder of the National Salvation Front Mohamed ElBaradei via twitter following the cancellation of the decree, which states that, if the draft constitution is not approved in the upcoming referendum, a new Constituent Assembly would be drawn up.

Ahmed Maher's April 6 Youth Movement has voiced its complete rejection of the outcome of Saturday's national dialogue, which ended with the issuance of Morsi's new constitutional declaration.
"Nothing has been achieved except the freezing of the dictatorial constitutional decree, while maintaining all that has resulted from it," the group asserted in a statement.

An International Monetary Fund (IMF) staff mission headed by Mr. Andreas Bauer, Division Chief in the Middle East and Central Asia Department, and the Egyptian authorities have reached a staff-level agreement on a 22-month Stand-By Arrangement (SBA) in the amount of about US$4.8 billion (equivalent to about SDR 3.16 billion, or 335 percent of Egypt's quota in the IMF). The SBA will support the government's economic program through fiscal year 2013/14. Egypt's request for an SBA is expected to be submitted to the IMF Executive Board for approval in a few weeks.
Mr. Bauer made the following statement in Cairo at the conclusion of the staff mission:
"The Egyptian authorities have developed a national program that seeks to promote economic recovery, address the country's fiscal and balance of payments deficits, and lay the foundation for rapid job creation and socially balanced growth in the medium term.
"The policies contained in the authorities' program will help address Egypt's pressing economic and social challenges, and reduce vulnerabilities. The IMF mission welcomes the program and will propose a 22-month SBA in the amount of about US$4.8 billion (equivalent to about SDR 3.16 billion) to support its implementation.
"Fiscal reforms are a key pillar under the program. The authorities plan to reduce wasteful expenditures, including by reforming energy subsidies and better targeting them to vulnerable groups. At the same time, the authorities intend to raise revenues through tax reforms, including by increasing the progressivity of income taxation and by broadening the general sales tax (GST) to become a full-fledged value added tax (VAT). The resources generated will be used to boost social spending and infrastructure investment, and to gradually reduce the large budget sector deficit from almost 11 percent in 2011/12 to 8.5 percent of GDP in 2013/14, while the budget sector primary deficit will decline from 4 percent in 2011/12 to 0.6 percent in 2013/14 and is projected to turn positive in the following fiscal year. The envisaged deficit reduction will help alleviate the public debt burden and free up financing to support social spending and private sector growth.
"The attainment of the fiscal objectives under the authorities' program will be facilitated by measures to strengthen public financial management and the transparency and accountability of public sector operations. Key measures toward that end include broadening the coverage of the treasury single account, and regular publication of key budgetary and financial sector information.
"Monetary and exchange rate policies will be geared toward ensuring declining inflation over the medium term, enhancing Egypt's international competitiveness to stimulate trade and attract capital inflows, and increasing international reserves to protect against external shocks.
"An important objective of the authorities is to ensure a fair and competitive business environment with a level playing field among investors. Accordingly, the authorities intend to enhance the transparency of registration and licensing procedures, facilitate the resolution of investment disputes, and support small and medium-size enterprises. Fair and unencumbered access of businesses to economic opportunities is important for a socially balanced private sector growth and job creation.
"The authorities' program will be supported by a financing package of $14.5 billion in loans and deposits on favorable terms from a range of bilateral and multilateral partners, including the IMF. The availability of external financing will allow for a gradual adjustment of the economy and substantially reduce Egypt's cost of borrowing, given the much higher interest rates on domestic loans.
"Overall, the authorities' economic program promises to address many of Egypt's pressing economic challenges during a difficult time of political transformation, and lays the foundation for durable and inclusive growth, while striving to meet the people's expectations for greater social justice and good governance.
"Broad-based domestic and international support will be crucial for the successful implementation of the planned policies. The authorities intend to disseminate the contents of their economic program to a wide range of domestic stakeholders, which is welcome. The IMF, for its part, is stepping up to the challenge of supporting Egypt and its people by providing financial resources and technical assistance in the fiscal, financial, and statistical areas," Mr. Bauer said.

Tax reforms signal the instigation of skyrocketing inflation
President Mohamed Morsy has agreed to amend laws pertaining to taxes on sales, income, real estate and duty stamps in an attempt to decrease the general budget deficit in compliance with the conditions of the IMF loan.

The decree imposed a 50 per cent tax on both local and imported cigarettes, in addition to two pounds per packet of local cigarettes and two and a half pounds per imported pack. The decree also imposes 25 per cent on imported and soft drinks.

The decree included a three pound annual charge on water and electricity, and three piastres per kilowatt of electricity.
Real estate is to be taxed 10 per cent from the annual building rent, which is to come into effect by July 2013.
Malek Adly, a human rights lawyer, describes these amendments as madness.

Five police officers and five others were injured in renewed clashes Saturday between anti-government demonstrators and Muslim Brotherhood members in front of the Freedom and Justice party office in Kom Hamada, Beheira.

The clashes followed Friday demonstrations in the city, which turned into clashes between Brotherhood members and those in the opposition, who oppose recent moves of President Mohamed Morsy. About 60 people were injured in that fighting.
The Saturday fighting began around 10 pm, when a number of families wanted to get revenge for their children, who they said were injured in the Friday clashes. They attacked the FJP office while its members were inside.
Six citizens have filed complaints against members of the Brotherhood, accusing them of kidnapping opposition demonstrators and torturing them inside the FJP headquarters there. The Brotherhood reported that 12 of its members were injured in the clashes.

Military F-16 fighter jets that made low passes over central Cairo early Sunday afternoon were most likely in a military training exercise, according to the Facebook page of a military spokesperson.
The military has given no explanation for why multiple military aircrafts were heard flying, but the official page of the Armed Forces spokesperson said Defense Minister Abdel Fattah al-Sisi had attended a training of the Air Force and Air Defense Forces in the southern military zone.
The page also said air configurations took off from a number of air bases simultaneously in preparation for repelling hostile air attacks and protecting important state installations.
At the end of October, jets made similar passes as part of a surprise military exercise. The military then said it was performing joint exercises between air forces and air defense in preparation for defending the country.

Reports of NSF to announce escalation steps to stand against the "absurd" referendum and call for major protests on Tuesday.

The National Front for Salvation of the Revolution or the National Salvation Front[1] or the National Rescue Front[2] is an alliance of Egyptian political parties, formed to defeat Mohammed Morsi's 22 November 2012 constitutional declaration.[3] The National Front for Salvation of the Revolution has more than 35 groups involved overall.[4] From 5 December 2012 Mohamed ElBaradei is officially the coordinator of it.[5][6] The front has issued three demands to President Morsi; these demands are: that the constitutional declaration be rescinded, that the referendum be called off, and that a new constituent assembly be formed.[7]
Morsi has announced that decree has been annulled as of 8 December 2012, although the constitutional referendum is still planned for 15 December.[8]

Around 200 Egyptian television presenters and producers on Sunday afternoon marched to Tahrir Square from state broadcasting headquarters in Cairo's nearby Maspero district to protest what they perceive as Islamist attempts to "dominate" state media.
Protesters marched around the square chanting "Free presenters say the media will be free" and "Free media is the property of the people." Marchers planned to return to Maspero Sunday evening to continue their demonstration.
Sunday's protest came in response to a sit-in staged since Friday by hundreds of supporters of Egyptian President Mohamed Morsi outside Media City in Cairo's 6 October district to demand the "purge" of Egyptian media from what they describe as elements still loyal to the ousted Mubarak regime.
The Egyptian Radio and Television Union is currently under the custodianship of Information Minister Salah Abdel-Maksoud, a member of the Muslim Brotherhood.

A concession offered by President Mohamed Morsy failed to placate opponents who accused him on Sunday of plunging Egypt deeper into crisis by refusing to postpone a vote on a constitution shaped by Islamists.
Islamists say they see the referendum as sealing a democratic transition that began when a popular uprising toppled Hosni Mubarak 22 months ago after three decades of military-backed one-man rule.
Their liberal, leftist and Christian adversaries say the document being fast-tracked to a vote could threaten freedoms and fails to embrace the diversity of Egypt's 83 million people.

The group rejected the content of the draft constitution, which it said consecrates tyranny and the presidents ability to violate liberties.
The statement rejected holding of the referendum while "Brotherhood militias and extremist gangs" threaten demonstrators in the streets. Ashour said this reflects the recklessness of the Morsy regime, which is endangering national security with violent confrontations.
He also condemned what he described as extremist campaigns targeting the media, and renewed the fronts support for Egypt's judges and their position in defending justice.
The front called for peaceful demonstrations in Cairo and the rest of the country on Tuesday to protest the presidents decision to ignore the legitimate demands of the people, who reject a constitution that ravages freedoms and rights.
The statement ended by saying the president and Brotherhood have abducted the state and society, an act proving that they do not work for the benefit of the people. Ashour cited the governments raising of the price of commodities and cost of living as proof of the burden it lays upon Egyptian families.

Demonstrators protest media corruption
On Sunday hundreds of Islamist protesters continued a demonstration against media anchors, held in front of Media Production City in 6th of October City.
Demonstrators started their sit-in on Friday, when they called for purification of media organisations. The sit-in was held following calls by Hazem Salah Abu Ismail, the disqualified Salafi presidential candidate.
Demonstrators stood at the entrances of the area in which they held the sit-in and checked IDs of everybody entering that area. They marched towards Al-Fayoum road, adjacent to Media Production City, praising President Mohamed Morsys decisions and chanting slogans attacking famous media figures such as Emad Adeeb and Ibrahim Eissa. Demonstrators also chanted slogans criticising Mohamed ElBaradei and praising Al-Nour Party and the Muslim Brotherhood.
Abu Ismail said the Egyptian media organisations are corrupt and asserted that they are encouraging people to attack the states elected institutions. The disqualified candidate threatened the protesters opposing President Morsy saying, If anyone attacks Itihadiya Presidential Palace, dont ask us about Media Production City.

Prosecutor General Talaat Ibrahim Abdallah referred to investigators Sunday a complaint that people from the judiciary, politics and journalism are "plotting to overthrow the government."

The list of people accused in the report include Tahani al-Gebali, vice president of the Supreme Constitutional Court; Ahmed al-Zend, head of the Judges Club; Mostafa Bakry, editor-in-chief of Al-Osbou newspaper; Shawqy al-Sayyed, secretary of former presidential candidate Ahmed Shafiq; Hamdeen Sabbahi, former presidential candidate; and lawyer Mortada Mansour.
The report accused the public figures of "conspiring with others, and planning to overthrow the government, create chaos, sabotage the country, threaten the people, shed blood and destroy public and private property."
