I believe the theory was that Biden gets removed under the 25th Amendment, and then Kamala Harris is removed from office for reasons that were never made clear, and then the Speaker would become President.

He's said he doesn't want the gig - it would cut into his profitable campaigning racket.

He can be Speaker of the House and never set foot in the building. It's not about him running the House, it's about him being second in line to the presidency. If something happened to Biden, the House would never approve any VP Kamala Harris would nominate. She would be walking around with a target on her back.
