how in the hell does this happen? they have a book at every precinct with all the eligible voters name in it for that precinct

(2,831 posts)we are a suburb, just about, of cincinnati ohio. (right across the river) it has turned increasingly red in the last 20 years. i have a family member who was an elected democrat in this county for 30 years.
