The early 1960s Frank Sinatra "Live at the Sands with Count Basie" album shows that Quincy Jones was conducting Frank's band.

And yes, the guy who produced "It's my Party and I'll Cry if I Want To" in 1963 is also responsible for the amazing bass-hooks on Thriller.
