In this case, I think it can refer to the artificial nature of the light from the illuminated portion of the city; juxtaposed with the artificial expectation of the same deliberate illumimation from the blacked-out section of Manhattan.

because so little was known about it at the time. I think the term "dark" was given to the other side of the moon because at the time, it was not observable from the Earth and thus almost nothing was known about it.
