6. They have to declare before the storm to get the aid flowing -

they declared a few days before Ike hit down here. Red Cross is likely gearing up as well - remember them if you feel like donating in the next few days.

9. I think so - storm surge doesn't sound that bad

but this is an area that doesn't get hit regularly like we do down here, and it's colder up there (I worry about the elderly without power etc).

folks can preserve their frozen stuff but it will be hell for the elderly and vulnerable
