Sweden is not a NATO member, so it has to make sure its presence felt. Sweden of course, has maintained neutrality since 1812. Though one would be hesitant to call it strict. (It certainly did its best to protect the Nordic countries from incursions from both The Soviet Union and British empire in the middle of the last century. Yeah, that is a nice way to put it)
