The FAA doesn't have the power to hold them criminally liable but can only assess fines. I'm glad they are referring these cases to the FBI so they can be prosecuted as well as fined.

I like that Garland address the fact that this criminal behavior affects everyone on the plane - we're a captive audience, we cannot simply get up and leave when these people throw their fits on planes.
