2. To be clear, the pardon was being dangled for an unrelated matter

to induce the planners to go forward with Jan 6 plans. At least that's how I understand it. So the informant planner in the RS article had already DONE something hinky in the recent past that was being investigated--Proud Boys member, or something similar probably. Edit to add: what Gosar was doing sounded like a bribe or quid pro quo rather than "do this Capitol thing and we'll pardon you".
