Mail delivery will go on as scheduled on Friday and Saturday even though Friday is a federal holiday under a new law signed Thursday by President Joe Biden.

Biden gave federal workers a day off when he signed a bill on Thursday making Juneteenth, celebrating the end of slavery in Confederate states, into the country's newest holiday.

ďThe U.S. Postal Service is fully supportive of the new Juneteenth National Independence Day Act and making June 19 a federal holiday. Unfortunately, it is not possible to cease the operations of the Postal Service to accommodate an observance over the next 24-48 hours," the postal service said in a statement.

"We are part of the nationís critical infrastructure and our customers are relying on us to deliver our essential services. Closing down our operations without providing appropriate time would lead to operational disruptions and be a disservice to our customers and those who rely upon us. For that reason, the Postal Service will be operating on June 18 and 19, 2021, on a normal schedule, serving our customers to the best of our ability."

13. On such short notice, that's what will likely happen

in many federal agencies. Federal employees who work on a holiday are paid for the vacation day, plus receive time and 1/2 for each hour they work. Employees had already planned to work, so I think the vast majority of them would be happy just getting the extra pay this year.

7. Bullshit

Itís a logistics and planning issue.

Thousands of trips nationwide have to be cancelled and the mail they would carry rescheduled for any observed holiday, and many facilities like the three I will be visiting over the next 12 hours are 24/7/365 operations anyway. Accommodating a holiday with less than 48 hours notice is impossible for an organization as vast and complex as the Postal Service.

It has nothing to do with what you think it does.

Which P&DC? Iíve been into the OíHare facility as well as Palantine, Carol Stream and the STC in Naperville.

26. My guess is that it might have a lot to do with the scheduling of days off.

Letter carriers (and probably other postal employees) always get Sunday off. But their other day rotates. So one week it'll be Monday/Sunday, then Tuesday/Sunday, Wednesday/Sunday, Thursday/Sunday, and then Friday/Saturday/Sunday. They get a three-day weekend every six weeks. But every letter carrier's schedule is different on which part of the cycle they are in.

Logistically it must be incredibly complex to figure out all the changes required on short notice.

My husband is a retired letter carrier.

19. No, it's not. My wife is a USPS employee at a large Processing and Distribution Center (P&DC).

When Federal holidays come around, not everyone in her P&DC gets the day off.
These are not letter carriers. They're mail handlers and clerks. These centers run 24/7/365. So does the trucking of mail. These operations can't afford to shut down. Too much mail would accumulate. The mail never stops coming in.
Those who work holidays are paid for the hours worked, and for the holiday.
The people with the lowest seniority get drafted to work holidays, unless they were previously granted that day off, which is first come, first served at the start of the year. They continue moving up that seniority list until they have drafted enough workers to cover operations. Workers can also voluntarily sign onto the holiday list. Help is always needed on any tour (shift), and many of the long time employees jump on that due to their high rate of pay.
If an individual has been drafted to work, and they don't show up, they forfeit their holiday pay.

25. Double time to work a shift is hard to pass up!

When I was a Teamster hauling cars in Michigan twenty years ago, a holiday paid 8 hours straight time plus 4 more if you worked the day, PLUS the revenue from the load, which always made it at least a $400 day! I worked as many holidays as I could.

Similar with your wife and her coworkers, I understand.

It will be observed next year on June 19th, but it's too soon for anything to happen this year. Most employers are caught off-guard and their work schedules were already set for this week.

To me it doesn't make sense to call Juneteenth a Monday holiday. It's going to be observed like the 4th of July, or Veterans' Day. Whatever day it falls on, that's the day it will be celebrated. Wouldn't make sense to move it to a Monday just so people can have a 3-day weekend.

But I've been wrong before, so we'll see what happens.

These massive bureaucracies just aren't capable of turning on a dime. Think aircraft carrier vs. Boston Whaler.
