San Jose Mayor Renews Calls For Mandatory Gun Insurance, Fees In Wake Of VTA Shooting

Two weeks after a disgruntled VTA employee fatally shot nine of his colleagues at a rail yard near downtown San Jose, Mayor Sam Liccardo has unveiled a plan to enact controversial measures that would require gun owners to carry liability insurance and retailers to video record their firearms sales.

Liccardo’s 10-point plan aims to finally put long-delayed gun control steps into action, including a first-of-its-kind city ordinance that he announced in the wake of the 2019 Gilroy Garlic Festival shooting. It would require gun owners to insure their weapons and pay a fee to cover taxpayer costs associated with firearm violence.

Though the idea has been floated before elsewhere, San Jose could become the first city in the nation to put it into practice if the City Council approves the plan, which he’ll present Tuesday for consideration later.

“What we are proposing are initiatives that have not been tried before in recognition that what has been tried and implemented hasn’t done enough,” Liccardo said in an interview Monday. “People may believe that gun violence is unpredictable and irrational, but in fact, it is a result of the system that we have created and it will continue to be that result until we change that system.”

1. Gun manufacturers need to "pay a fee to cover taxpayer costs associated with firearm violence."

Call it an excise tax, levied on every firearm and all ammunition sold in this country. Much like HVUTs (heavy vehicle use taxes) - fees assessed annually on heavy vehicles operating on public highways, to cover the damage done to public infrastructure and the environment - gun manufacturers and sellers shouldn't be allowed to externalize societal costs to taxpayers.
