People who would do anything for power don't really have agency anymore. They are peons. Corruption works like that. the "freedom" word. When they talk about freedom, all they really mean is freedom from consequences and freedom to exploit others. When it comes to freedom affecting historically disadvantaged groups, they have no use for that.
