Are Trump's cabinet members quitting so they can't vote for the 25th amendment

30 seconds of Fox News and Fox Business channel 2-night ... channel surfing to the
weather channel ... the real problem at the capitol was ANTIFA .... "we are looking
at video to I.D. ANTIFA members." (BTW ANTIFA doesn't really exist)

But the way I read the Constitution is that the 25th Amendment does not require approval by a majority of Cabinet secretaries, but a majority of the senior official in the departments - and that doesn't have to be the cabinet secretary. If a Cabinet secretary position is vacant, the senior official in place at the department can sign off.
