Kelly criticizes delay of transition

... “You lose a lot if the transition is delayed because the new people are not allowed to get their head in the game,” Kelly said Friday. “The president, with all due respect, does not have to concede. But it’s about the nation. It hurts our national security because the people who should be getting , it’s not a process where you go from zero to 1,000 miles per hour.”

“Mr. Trump doesn’t have to concede if he doesn’t want to, I guess, until the full election process is complete. But there’s nothing wrong with starting the transition, starting to get people like the national security people, obviously the president and the vice president-elect, if they are in fact elected, to start getting them on the intelligence,” he said ...

“The transition, in the national security realm in particular and the homeland security realm, is just so important that every day that the transition is delayed really kind of handicaps” the new team, he said ...

“I think it’s crazy not to” start the transition, Kelly said. “I know Mr. Trump better than most people do. I know that he’ll never accept defeat and, in fact, he doesn’t have to accept defeat here. He just has to do what’s best for the country and in the country’s interest” ...

Transition experts and former homeland security officials are warning of the potential IT risks associated with a delayed presidential transition, including insecure communication channels and increased cybersecurity vulnerabilities.

Most notably, President-elect Joe Biden’s team is still operating with a public .com domain for its website, rather than a more secure .gov domain. Since May 2017, new .gov federal executive branch domains have been automatically preloaded to a HTTP Strict Transport Security (HSTS) list. This ensures that browsers enforce a secure, private HTTPS connection to the website in question.

“It is kind of ironic that after all the complaining about Hillary Clinton using a private server to communicate on government business, the administration wouldn’t take the steps necessary to allow the president-elect and his team to have a government secure network for their government-related work,” former Secretary of Homeland Security Michael Chertoff said Friday during a panel discussion put on by the Miller Center, the Partnership for Public Service’s Center for Presidential Transition, and Citizens for a Strong Democracy.

The General Services Administration — the agency embroiled in controversy as Administrator Emily Murphy declines to ascertain Biden’s victory — oversees the .gov domain name registration services. GSA has not returned FedScoop’s requests for comment on why Biden’s transition website has not been allowed to register for a .gov domain, as transition teams in the past, including President Trump’s, were allowed to do ...

... Chertoff served as secretary of homeland security under President George W. Bush from 2005 to 2009. He oversaw the department’s handoff to Napolitano, a UVA School of Law alumna who served as secretary of homeland security under President Barack Obama from 2009 to 2013.

President-Elect Joe Biden has been out of the news, working. His new chief of staff, Ronald Klain, told reporters that he has been speaking privately to Republicans, although he has not talked to Senate Majority Leader Mitch McConnell. While Republicans appear to want to keep up the public narrative that the results of the election are unclear, they are beginning to demand that Biden get access to the intelligence reports Trump is keeping from him. Shutting the president-elect out of intelligence reports hampers our national security not only with regard to foreign affairs, but also with regard to the coronavirus, leaving Biden out of the planning to roll out a vaccine, for example.

Among the phone calls Biden has had with world leaders was one today with Pope Francis. According to the call readout, the pope offered Biden blessings and congratulations; Biden thanked the pope for promoting the common bonds of humanity and said he hoped to work together on issues that touched on their shared belief “in the dignity and equality of all humankind.” He singled out “caring for the marginalized and the poor, addressing the crisis of climate change, and welcoming and integrating immigrants and refugees into our communities”—all areas in which the pope has called on global leaders to take action, and on which the Biden administration’s policies are expected to differ from its predecessor’s ...
