They need more votes to count and gives Biden more leads before officially calling PA for Biden. Once PA is called, then they will call "President-elect Joe Biden".

Biden will get a large majority of those. At some point this morning, his lead will become insurmountable. They will call it then.

It won't be official of course, but the narrative will be that Biden will be the next president, and the pressure on Trump to concede will grow stronger by the day.
