Do states report spoiled ballots?

I really wonder how many votes are discarded for various reasons. With all the shit going on with mail-in voting, I would expect that this number would be unacceptably high this election cycle.

Mail-in ballots cast by Black and Latino voters are being rejected at higher rates than white voters, report @nytimes and local outlets:

- Georgia: Black rejection 2X higher
- Florida: Black, Latino rejection 2X higher
- North Carolina: Black, Latino rejection almost 4X higher

2. Depends on the state.

In my state, they try very hard not to reject ballots; for example, if a mailed ballot is damaged and can't be fed into the scanner or can't be read by the scanner because they used the wrong kind of pen, they photocopy it and scan the copy.
