4. Airport hangar venue?

How does an airplane hangar at an airport venue pay the licensing fee? Lately he's been using hangars to ostensibly get around the Covid restrictions (although he still exceeds the limits and distancing). I don't know who would be paying the fees from a hangar appearance.
