Boy I can't wait to see the Supreme Court find a way to argue that their beloved originalism doesn't apply here.

1. "..all persons.."

There was that 3/5 thing but all persons is pretty clear.

Actually I’ve always read that as them wanting to get a good count and not have hold out tories claiming they weren’t citizens.

3. You just have to interpret the right clause

Article IV Section 4 says clearly that the US will guarantee to the states “a republican form of government”

Count the wrong people and that damages republican chances.

And thus...?

collect information on who is or is not a citizen, how will they exclude non-citizens?
