I thought a refresher on who had what was in order considering all the talk of Iran getting nuclear weapons from Israel who has nuclear weapons.

1. Why have the US and Russia not reduced their nuclear weapons stockpile significantly?

They should at most have twice the number of weapons the third place country has. If they (US and Russia) cannot reduce their stockpiles this many years after the cold-war, then they do not have the right to stop other countries that want the protection of nuclear weapons as well.
