Interesting and timely quote from retired police detective Frank Serpico.

"A policemanís first obligation is to be responsible to the needs of the community he serves. The problem is, that the atmosphere does not yet exist in which an honest police officer can act without fear of ridicule or reprisal from fellow officers. We create an atmosphere in which the honest officer fears the dishonest officer, and not the other way around."

Should be the other way around.

Makes me wonder if we'll EVER get there.

5. Wish I remember the Gulf-state city mentioned, because

I want to read about it, but an expert on MSNBC cited it as able to substantially improve its policing by some method of empowering good officers to report wrongdoing. In place, the new system proved that many good officers wanted to act to stop wrongdoing.
