All that dense Pence has going for him is connections and the fact that he represents the theocratic faction of the Regime. He is the High Priest of the Evangelical cult. Barr Barr the Hutt is for that, as well.

Otherwise, we see a walking, vapid, human Q-Tip whom you would'nt put in charge of anything important otherwise, like taking tickets at the theater, etc.

The full clip of Pence's appearance shows that after he made the comment about carrying empty boxes, he closed the van doors and didn't actually carry any of the empty boxes. Kimmel has acknowledged that Pence was just joking.
