Lindsey Graham misused the meaning of 'impunity', obviously getting it back asswards.
Properly said it would've been 'you cannot kill an american with impunity'. That is, you cannot kill an american and be exempt from punishment.
What graham wrote is saying - you cannot kill an american without 'being exempt from punishment'.
Cancelling out the double negatives 'cannot' and 'without' transforming them into 'with' & 'can', it becomes 'you can kill an american with impunity', or 'you can kill an american with freedom from punishment'.
