If at cost, all those rooms that are usually empty in June would be full and millions of dollars would come in.
If free, there is still all the food and drinks to be purchased, and the needed upgrades to the resort to make it even possible to hold the event there (including bug and rodent removal). I would bet all that would get billed to the government.
And then there is all the free advertisement for the resort.
Plus the souvenir concessions.
Trump never does anything for free. Profit consumes his thinking and is his only true motive.

It's my guess this was all a trial balloon. It no one said anything, he could go through with it. If it got squashed, then he could howl on twitter and it would serve as a major distraction to all the impeachment stuff and the disaster he created in Syria.
