Let's be clear: Trump did not want the Ukrainians to merely investigate the Bidens; he wanted them
to incriminate the Bidens. He did not care that it was 100% fiction, just so long as he got a "report" he could wave in the air at his rallies and scream "See? I TOLD you Biden was dirty! DIRTY JOE, I call him!"
An investigation that found "there's no there there" would simply be evidence of "continuing corruption" and would be punished with a suspension---by fiat---of further assistance.
