When I was in the Navy and we got our appropriated funding, there were notes (numbers like footnotes) on the appropriation bill that identified specific restrictions on the funding. Like not to be used with nonappropriated funding or not for weapons and ammunition.These notes were pretty standard and helped reduce the size of the bill.
My guess it's time for a new footnote. Not to be used on some stupid ass medieval wall.
