Five top mental health experts from “The Dangerous Case of Donald Trump” will present the results of their mental capacity evaluation (the ability to make sound, rational, and reality-based decisions) of the president, based on the abundant information in the special counsel’s report. After this presentation, they will unveil five critical questions they believe need to be asked of Mr. Mueller based on their evaluation. Questions will then be taken from lawmakers and the general public.

The Mueller Report may not have enough to indict a president, but it is a document
of extraordinary evidence on mental incapacity

Washington, DC, April 25, 2019 — Leading psychiatrists, psychologists, and mental health experts have released a “report on the Mueller report,” highlighting its extensive documentation of Donald Trump’s psychological characteristics that point to dangerousness and incapacity to serve in his office. Beyond previous reports of actions and statements, the Mueller report shows the more compelling patterns of impulsivity, recklessness, a lack of firm grip on reality, manipulation of advisors, absorption in self-interest that overrides national interest, inability to consider consequences before taking action, paranoid reactions, an attraction to violence, and an absence of empathy, as well as apparent cognitive and memory difficulties. Without diagnosing, these make the President clearly a danger in his role as Commander in Chief and one on whom the world relies for steady and wise actions in international affairs.

We are among the 37 mental health experts, including some of the most renowned psychiatrists and psychologists in the country, who put their analysis in the bestselling book, The Dangerous Case of Donald Trump. An April 2017 conference at Yale School of Medicine, organized by Yale professor Bandy X. Lee clarified the responsibility of mental health professionals to society to point out dangers in our midst and to share their expertise in helping the public to recognize and address those dangers. That conference led to two editions of this public-service book and the World Mental Health Coalition (dangerouscase.org), an organization of thousands of mental health professionals who have joined together to step up in addressing the dangers posed by the president.

Now, the Mueller report brings new evidence as well as confirmation of the evidence on which we based our assessment two years ago. As detailed in the document released today, the Mueller report further confirms the reasons why we believed that the president’s condition was severe and would only grow worse over time in his current position.

Seldom do mental health professionals have the quantity of detailed information the Mueller report provides of an individual’s behavior, verified with the caliber of a criminal investigation of the highest order. Now, we can state with a high level of confidence, based on data that vastly exceed what we ordinarily have in clinical practice, that the evidence of the president’s mental incapacity is overwhelming.

In the interest of making a reasonable attempt to obtain a personal interview, we request that the president sit through a formal evaluation by a panel of independent experts, which the President should be able to agree to if he believes he is fit to serve. We request that he agree to do so within three weeks. We believe that, given the enormous high-quality data now available, and the extreme dangers implied in presidential incapacity, it is imperative that the president clarify the matter of incapacity through a thorough examination. In the event of refusal, we believe that we have enough evidence to come to a conclusion and will pursue this in the ensuing weeks.

Below is most of pages 1 and 2 of their 19-page mental health analysis of Donald Trump, providing a summery of their findings from the Mueller report. Ethical considerations have kept them from stating a formal professional diagnosis, and still do, without the formality of evaluating him in person.

MENTAL HEALTH ANALYSIS OF THE SPECIAL COUNSEL’S REPORT
ON THE INVESTIGATION INTO RUSSIAN INTERFERENCE IN THE 2016 PRESIDENTIAL ELECTION

EXECUTIVE SUMMARY TO THE REPORT ON THE MUELLER REPORT

... The Special Counsel’s report provides an uncommon wealth of information regarding the President’s mental capacity, begging for a mental health interpretation. ... Mental capacity refers to the mental soundness that is necessary to fulfill a task and is a fundamental and
necessary component of fitness for duty. It is a functional, not a diagnostic, assessment, focused less on the President’s personal mental health than on his capacity to fulfill the duties of his office as observed by co-workers and close associates.

The information in the Special Counsel’s report, deriving from multiple sources under sworn testimony, yields an assessment with uncommonly high confidence.

We found evidence in the report of:

1. Compromises in comprehension, or inability to take in critical information and advice;
2. Faulty information processing, in the form of mendacity, rigidity, self-occupied notions of
“fairness,” and poor memory;
3. Interferences to sound decision making, including loss of impulse control, recklessness, and
inability to consider consequences; and
4. Proneness to placing himself and others in danger, including encouraging, recommending, or
inciting violence on the part of his followers.
Specific examples are in the body of the report.

In summary, we believe that the preponderance of evidence overwhelmingly supports the conclusion that this President is incapable of making sound, rational, reality-based decisions free of impulsivity, recklessness, paranoid and other demonstrably false beliefs, with most notably an absorption in self interest that precludes the consideration of national interest. These characteristics not only affect the overall unfitness of this President; they also indicate a profound danger to national and international security in the nuclear age.

Whereas we would still like to see the results of a proper, in-person evaluation, as stated above, a personal interview does not necessarily yield the most useful information in a functional assessment. In fact, we believe that we already have enough information to conclude that the President lacks the mental capacity to discharge the duties of his office, and that his incapacity in these respects represents a profound risk to public health and safety.
