Climate emergency declarations in 740 jurisdictions and local governments cover 136 million citizens



740 jurisdictions in 16 countries have declared a climate emergency. Populations covered by jurisdictions that have declared a climate emergency amount to 136 million citizens, with 40 million of these living in the United Kingdom. This means in Britain now roughly 60 per cent of the population lives in areas that have declared a climate emergency. In New Zealand, the percentage is even higher: 64 per cent of the population. Itís 23 per cent in Switzerland, and 16 per cent in Spain.

At national level, the Welsh Government, the First Minister of Scotland, and the Irish government have made climate emergency declarations, and on 1 May 2019, the UK Labour Party got unanimous support for a non-binding motion in favour of a climate emergency declaration in the House of Commons, making Britain the first country in the world where a bipartisan parliament has declared a climate emergency. The Parliament of Portugal declared a climate emergency on 7 June 2019, and the Canadian House of Commons followed on 17 June.

On the list below are only included jurisdictions that have passed a binding motion declaring a climate emergency. As such, the non-binding motion instigated by UK Labour, for example, is not included in this data. Typical resolutions include setting up a process to develop an action plan and report back to council within three to six months.

Australia
In Australia, where the climate emergency declaration mobilisation and petition was launched in May 2016, 25 jurisdictions representing roughly 2.6 million people and ten per cent of the population have declared a climate emergency: 11 in New South Wales, 6 in Victoria, 3 in Western Australia, 3 in South Australia, 1 in Tasmania, and the government of the Australian Capital Territory. More than 100 candidates in the 18 May 2019 federal election had signed the Climate Emergency Declaration petition.
