I'm wondering if the foot dragging on impeaching Trump

is caused by fear of the "civil war" we've been promised by some trumpists
if he's impeached?
I hope the House isn't intimidated by the right wing militia monkeys.
I know I'm not.

7. They have "called witnesses" (i.e., subpoenas.) They're being ignored for now.

It's impossible to start an impeachment inquiry unless there are 218 votes in the house to do so. There are presently 50. That's just reality, not "foot dragging."

I don't think she wants the House to do an inquiry. I don't think she wants Democrats even talking about it. That's my reading.

Without 218 votes in the house, no impeachment inquiry can be started.

Republicans, being shamed by Justin Amash and reading the tea leaves, start backing an impeachment inquiry.

THEN, if Democrats start agreeing, it will be like they were waiting for republican approval for them to get on board.

It would just reinforce the impression of democrats being weak.

Well, if it walks/talks etc......

She probably feels it would be much more effective if it’s closer to the elections than it is now. Maybe in the late Summer or Fall when a lot of the candidates get thinned out of the herd. More people will be interested. She also wants solid evidence.

And a few others know a lot more of what's going on then we know, and are getting their ducks in a row , and maybe waiting for more shoes to drop exposing trump and many others involved with a lot of russian issues , and corruption going on. I trust Pelosi will handle it good as she's been already doing. Major news exposing many more may be soon coming out, and they are aware of it, plus planning for actions may be in the works already . We don't know yet , but I think will very soon.
