So in a nutshell , even if they found shitler guilty of a crime

because of "fairness" he could not say. WTF Is that ? WTF was the point then ?

1. Exactly. And NO DOJ policy prevented Mueller from saying Trump committed a crime.

DOJ policy merely prevented him from indicting Trump while in the White House.

2. He can't accuse a person of a crime under circumstances that say the

accused can't clear his name in court.

That's what the DOJ policy says. The president can't be indicted for a crime while in office. Which means if he's accused there would be no trial which could possibly clear him of the crime.

He definitely committed a crime, but it's up to Congress to investigate and impeach. That's the only remedy to the problem.
