That's what he said. He won't give his opinion, he won't appear to be political. That's how it should be.

Congress must act and we need to force them to do it.

That was very direct. And a bit in your face? In plain words Mueller said the report IS my testimony. I have nothing further. If you didn't get that message you weren't listening.

This doesn't mean Congress cannot compel .. but Mueller has clearly stated they will get nothing. (IMO)
