The Congress does not need Don McGahn or Robert Mueller to testify at this time. They have the Mueller Report. They have already testified under oath! Democrats do not have to have them re-affirm their oaths.
They could go straight into hearings, and use McGahn and other witnesses testimony to Mueller as given under oath when questioned by Robert Mueller.
Why not have a hearing on the Mueller Report?

Stand up a poster-sized photo of McGahn and go over his testimony in the Mueller Report, word for word.
If they choose not to respond, then so be it.
