Why is Huawei the only telecom company building 5G lines?

I am not a tech person, And I get that it would be easy enough for the Chinese to build in hardware to keystroke record all computer usage & parts are doing, what I do not understand is why US-Canadian-European tech companies are not taling a lead in 5G tech & services. Would someone point me to good sources so I can learn.
I don't know what I don't know about this topic.
