There are a number of prosecutions underway that spun off from his investigation. There’s no way Mueller was going to wait years for every prosecution to finish.

Imagine getting to November 2020 with Mueller still at work because he was waiting on this prosecution after he had already determined that their crimes were unrelated to Trump.
