The Mueller Report is narrowly focused on Russia's involvement in the 2016 presidential election. Period. That's it. It seems somewhat obvious he has passed other crimes off to various US Attorney offices, most notably the Southern District of New York and the Eastern District of Virginia.
The SDNY and the EDV are now the hot spots. It is only rumored what they're working on but indications are that's where the serious indictments will come from.
And then there are the state and local AGs and prosecutors. In particular, the NY AG and the Manhattan DA seemed primed and anxious to go right after the Trump mob.
Instead of winding down, I think things are just starting to boil.

Come on, Stinky! You have no idea if Mr. Mueller will even write a publicly released report. None.
I agree with you that other jurisdictions have some powerful forces to counter Trump. I think-- I don't know this-- that Mr. Mueller has planned out how to diversify all of the crimes he's discovering in his investigations such that Trump won't be able to dodge them all.
But really, none of us know what Mr. Mueller's plans are, especially the breathless new media who seem to merely repeat what their competition says.

Second, you're incorrect about Mr. Mueller's mandate. He is primarily tasked with investigating Russian interference in the 2016 elections, as you wrote. However, he is also authorized to pursue any other crimes he uncovers in his investigations. Certainly you know this as Manafort's crimes have nothing to do with the election. It's interesting that he didn't hand off those cases. Still, he's passed a number of cases to the jurisdictions you listed.
Regardless, we don't know what the report will say or if we'll even get to read it.
