The Green New Deal is her baby. Why wouldn't she want to sit on the committee involved with its subject? Perhaps because she kind of knows it is just a show pony, and she doesn't want to be involved in a failure? As long as it remains only a proposal, she doesn't have to take any responsibility for the work involved in trying to get it passed, or the prospect of failure.

couldn't give it or her other committee work appropriate time and attention.

That makes perfect sense. Committee work is grueling and time-consuming. I think it's smart of her not to overextend herself, especially since she doesn't have to be on the committee to support and work for its goals.

You see a problem with that?

She wants to promote the Green New Deal, but leave the details up to others. Everybody has their strengths and weaknesses.

...that she didn't want to be directly associated with the compromises the panel selected might eventually make on her vision of the New Deal.

After all, she didn't pick the structure of the committee, the Speaker did, notably apart from what AOC wanted. Maybe she just wants distance from all of that in order to maintain the integrity of her proposal as she represents it.
