There is a "technicality" here. If DOJ guidelines say the POTUS can't be indicted, then technically, he can't be a target of an investigation. That's the theory here - if Rosenstein said any such thing, its based upon the DOJ policy about indicting a POTUS. It doesn't mean that he isn't being investigated as a target.

Trumpy lied about his meeting with the intel chiefs, AND he lied about Rosenstein’s denial that Trumpy is neither a target nor a subject.

Remember that Trumpy goes to any length to create his own reality. This is what he did.

so because of this Trump is part of the investigation. However, is it possible that Mueller hasn't officially designated Trump as a 'target' yet?

They are investigating many people all around Trump now. If Trump is not officially designated as a 'target' - it gives Rosenstein the cover to say to Trump - he is not a target. That doesn't mean that at some future time they could officially designate Trump as a target.

Not officially designating Trump as a 'target' doesn't hinder Mueller's investigation in any way.
