Why not open the "non-border security" departments?

As my wife and I are both DHS employees, I'm a little hesitant to bring this up, but...

Has anyone in the media asked the Senate Republicans why they can't fund and open the departments within the federal government that don't deal with border security? Border security is pretty much all in the Department of Homeland Security's wheelhouse, so shouldn't it be possible to fund the other departments (Interior, Commerce, Agriculture, State, Justice... maybe others) while still negotiating border security funding for DHS?

I believe the House has passed bills to fund some of these individual departments. If the Senate is not acting on them, can the Republicans say why they won't put those forward? (And if they say it is because the President would not sign them, the media should put that question to him, or his spokesliars.)

1. Bitchy Mitchy won't bring it up for a vote.

If Trumpy-pants won't approve it, McTurtle won't bring it to the floor for a vote. He's supposedly "powerless". Yeah... right...

Certainly if Mitch McConnell did bring it for a vote there probably is enough votes to override a Presidential veto. But nope, don't want to cross the Trumpy-wumpy creature.

2. Why?

Trump needs a lot of hostages and republicans are cowards. You are seeing in real time the effects of gerrymandering and voter suppression in red states and other states where republicans seized power. Kasich and others claim they would be better than Trump, but it was their efforts that led to Trump.

On Trump, hostage taking is his ace card. I read an account of where he stood before a group of bankers owing almost a billion dollars. If it was me or you owing those bankers a million dollars, they your be roasting our carcass on the conference table. But Trump, he had them for a billion, he threatened another bankruptcy and the bankers fell all over themselves to help him out of his fix. He is trying the same thing now with Speaker Pelosi and Leader Schumer.

3. That's it

What kind of terrorist would Trump be if he didn't take and hold as many hostages as possible?
